INFORMA is a civic technology platform developed and maintained by the Open Borders Institute to strengthen local democracy, public transparency, and inclusive civic participation in Armenia.
Designed as a user-friendly mobile application, INFORMA helps residents access legal information, public service directories, and municipal budget information, while also providing channels to raise community concerns and report issues affecting rights, accountability, and local governance. The platform includes options for reporting gender-based violence, corruption, and other matters requiring referral or institutional attention.
INFORMA is currently active in Gavar and serves a population of more than 45,000 citizens in the Armenian language. It is available through both Google Play and the Apple App Store and has been developed with the potential to scale to additional municipalities and local governance settings.
As part of OBI’s broader work on digital governance, INFORMA is intended to improve access, strengthen institutional responsiveness, and ensure that residents, including those who may otherwise be excluded from formal processes, have practical tools to seek information, raise concerns, and engage with local public systems.
